Als 'kreisunmittelbare Stadt' und zugleich Sitz des gleichnamigen Bezirksamts begann Regensburg langsam wieder an Bedeutung zu gewinnen. 1859 erfolgte der Anschluss der Stadt an das Eisenbahnnetz mit Verbindungen nach Nürnberg und München. In den Folgejahren begann unter Bürgermeister Oskar von Stobäus (1869-1903) die Modernisierung der Stadt mit dem fast vollständigen Abriss der mittelalterlichen Stadtbefestigungsanlagen. Danach konnten neun neue Schulen, neue Stadtteile und Verbindungsstraßen gebaut werden, wie z. B. die D. Martin Luther Straße und 1871 nach der Reichsgründung die Reichsstraße. Schon im Dezember 1857 war das erste Gaswerk in der Landshuterstraße in Betrieb genommen worden. Das ab 1865 aus Kohle erzeugte Gas diente zunächst der Straßenbeleuchtung, ab 1900 der Wärmeerzeugung. 1897 wurde das Gaswerk kommunalisiert. In der Augustenstraße nahm Ende 1899 das erste Elektrizitätswerk den Betrieb auf, zunächst mit dem Schloss Thurn und Taxis als den größten Abnehmer, ab 1903 abgelöst von der Straßenbahn Regensburg.
