EXCERPT FROM THE PREFACE: "All of the materials presented in this volume, other than the notes prepared by the editors, were taken from the Annals of Congress. The Annals is a record of what was said and what was done by Congress during the first four decades under the Constitution of 1787. It is a counterpart of the Congressional Record, which records debates and actions of Congress today. But the Annals differs from the Congressional Record in at least three important respects: the debates in Congress today are taken down by official reports who answer to the two changers for the completeness and the accuracy of their reporting; all speeches made on the floors of the two changers are recorded in shorthand by the reporter; and all speeches, questions and answers, and repartee appear in the Congressional Record verbatim. Exceptions to the last two points are minor and unimportant. On each of these three points, the Annals of Congress is significantly different. Neither house of Congress designated an official reporter until long after the period covered by the Annals. The reporting was by newspapermen who took down the speeches and noted the actions which they thought would be of interest to their readers, or by other printers who reported what they thought they had a market for in special publications. These early reporters took no account of much of the debate that occurred in the House of Representatives, and they were not allowed to hear the debates in the Senate during the first several sessions of Congress. Finally, the reporting was generally not verbatim; paragraphs and sometimes the entire speech appear to be in the speaker's own words, but usually the Annals supplies us with a third person account of what the speaker said. A compilation of these reports, believed to be the most complete and accurate accounts of what was actually said, was put together in 1834 by a leading publishing house, Gales and Seaton, and issued in forty-two volumes. They cover all the sessions of Congress from the opening of the first through the first session of the Eighteenth Congress (adjourned May 27, 1824).
