    First edition, first printing, from the library of M. V. del Tufo, the Federation's chief secretary, with his June 1950 ownership inscription on the front free endpaper. Copies of this plan, which outlines Henry Gurney's roadmap for tackling "the social discontent on which Communism feeds" (p. ii), are scarce outside of an institutional context. As the administration's top civil servant, del Tufo was responsible during the Emergency for handling all administrative matters (with the exception of policing), including the implementation of a legal framework to criminalize a broad range of activity as terrorism. On page 124, a list of key economic industries has been struck through in a neat contemporary hand, with a substitute list in mimeographed typescript neatly tipped-in. It is unclear whether this alteration was made before or after the copy was issued. Octavo. Half-tone frontispiece, 11 similar plates, colour map at rear, tables in text, some leaves printed on yellow card. Frontispiece and 3 plates after portraits by Patricia Morley. Original yellow buckram, front cover lettered in black within blind panel. Cloth only lightly sunned and soiled, text clean, minor bump to lower corner of pp. 77-123. A near-fine copy.
