Mentre la prima parte dell'opera, Sulle leggi dell'incivilimento, presenta in forma riordinata e sistematizzata elementi di una visione già esposta nel corso del tempo (e da ultimo riproposti nelle pagine introduttive dello scritto Della ragione civile delle acque nella rurale economia), interessanti novità sono contenute nella seconda, Del risorgimento dell'incivilimento italiano, con la quale Romagnosi si immette, peraltro con originalità, sulla scia di una tradizione della cultura italiana rinnovata relativamente di recente, con la celebrazione delle glorie italiche, per es. nel Platone in Italia di Vincenzo Cuoco (pubblicato in una prima edizione incompleta nel 1804 e poi nel 1806). È interessante notare anche senza voler aprire un capitolo che esula dalla nostra trattazione come proprio negli stessi anni prima Victor Cousin e poi François Guizot conducessero analoga operazione in Francia, istituendo anche qui un nesso stretto fra le glorie del passato e i compiti culturali del presente. Assieme alle influenze del clima e del territorio, solo un Ğsistemağ Ğartificiale della socialitàğ consente una condizione in cui sia raggiunto Ğil massimo di bene ottenibile col minimo di male inevitabileğ, ovvero un incivilimento maturo. Particolare ruolo svolge lo spirito pubblico, ovvero la pubblica opinione che ha nel ceto intellettuale, sia laico sia religioso, la sua base. Corruzione e decadenza appartengono alla vita di ogni popolo, ma non tutti i popoli riescono ad accedere al livello dell'incivilimento. Queste ultime notazioni provengono dalla seconda parte dell'opera che muove dal presupposto di un 'primato' della cultura italiana, con Dante Alighieri, Machiavelli, Galileo Galilei, e fa leva su due baricentri: le luci, oltre alle ombre, della storia dell'antica Roma e una peculiare interpretazione del Medioevo, considerato come un periodo di risorgimento per la vita civile dell'Italia. Alla storia di Roma appartiene anche l'avvento del cristianesimo, che è riuscito a tenere alte le sorti dell'incivilimento, nonostante il crollo dell'impero. A loro volta tutt'altro che bui furono i secoli dal 10° al 12°, in grado di esprimere un livello culturale, spirituale ma anche politico che ha condotto senza traumi all'età dei Comuni e delle Signorie, affollata di eventi tra cui il più notevole è la creazione, per la prima volta, di una classe media. L'ultima fase di questa storia inizia con il 16° sec. da un lato per la rilevante trasformazione economica prodotta dall'espansione commerciale da parte delle potenze europee, dall'altro per i rapporti internazionali ch'esse dovettero giocoforza intessere e termina con il momento presente, con l'ideazione di una Costituzione capace di tutelare i governati dal dispotismo dei governanti, con la creazione di una nuova scienza sociale, con una più avanzata dottrina economica.
