The Government Accountability Office (GAO) is a legislative branch agency that provides auditing, evaluation, and investigative services for the United States Congress. The GAO was established as the General Accounting Office by the Budget and Accounting Act of 1921. The act required the head of the GAO to "investigate, at the seat of government or elsewhere, all matters relating to the receipt, disbursement, and application of public funds, and shall make to the President . and to Congress . reports [and] recommendations looking to greater economy or efficiency in public expenditures". According to the GAO's current mission statement, the agency exists to support the Congress in meeting its responsibilities and to help improve the performance and ensure the accountability of the federal government for the benefit of the American people. The name was changed in 2004 to Government Accountability Office by the GAO Human Capital Reform Act. The Melissa virus was a mass-mailing macro virus. It targeted Microsoft Word and Outlook-based systems, and created considerable network traffic. Around March 26, 1999 the Melissa virus was put into the wild by David L. Smith of Aberdeen Township, New Jersey. The virus itself was credited to Kwyjibo, who was shown to be the macrovirus writers VicodinES and ALT-F11 by comparing Microsoft Word documents with the same globally unique identifier - this method was also used to trace the virus back to Smith. On December 10, 1999, Smith pleaded guilty to releasing the virus and was sentenced to 10 years in prison, serving 20 months. He was also fined US $5,000. The arrest was the result of a collaborative effort involving (amongst others) the FBI, the New Jersey State Police, Monmouth Internet, and a Swedish computer scientist. David L. Smith was accused of causing $80 million worth of damages by disrupting personal computers and computer networks in business and government.

In February 1991 GAO sponsored a conference, "U.S. Communications Policy: Issues for the 1990s, " in response to increasing congressional interest in this area. The conference brought together government officials, academicians, and industry executives, to explore and debate four critical policy issues in a series of round table discussions: how communications infrastructure should develop; the role of communications policy in promoting economic growth; allocations of the electromagnetic spectrum to support the growth of communications services; and whether the U.S. communications regulatory structure was effective. In preparing this publication, the GAO relied primarily on information developed during the four panel discussions. Very good. No dust jacket. Cover has slight wear and soiling.

Critical infrastructure protection (CIP) is a concept that relates to the preparedness and response to serious incidents that involve the critical infrastructure of a region or nation. The American Presidential directive PDD-63 of May 1998 set up a national program of "Critical Infrastructure Protection".[1] In 2014 the NIST Cybersecurity Framework was published after further presidential directives. In Europe, the equivalent European Programme for Critical Infrastructure Protection (EPCIP) refers to the doctrine or specific programs created as a result of the European Commission's directive EU COM(2006) 786 which designates European critical infrastructure that, in case of fault, incident, or attack, could impact both the country where it is hosted and at least one other European Member State. Member states are obliged to adopt the 2006 directive into their national statutes.

Information security is the practice of preventing unauthorized access, use, disclosure, disruption, modification, inspection, recording or destruction of information. It is a general term that can be used regardless of the form the data may take. Information security's primary focus is the balanced protection of the confidentiality, integrity and availability of data while maintaining a focus on efficient policy implementation, all without hampering organization productivity. This is largely achieved through a multi-step risk management process that identifies assets, threat sources, vulnerabilities, potential impacts, and possible controls, followed by assessment of the effectiveness of the risk management plan. Professionals seek to set basic guidance, policies, and standards on password, antivirus software, firewall, encryption software, legal liability and user/administrator training. This standardization may be further driven by laws and regulations that affect how data is accessed, processed, stored, and transferred.
