The Asian Center for the Study of Democratic Institutions was launched in the beginning of 1991 by the Carnegie Council on Ethics and International Affairs and hoped to serve as the focal point of the study of democratization in Asia, sharing the Asian experience with the world, and bringing the experiences of others to Asia, through a program of formal lectures, informal discussions, and the publication of this journal. Sigur was president of The Japan Society of Northern California. He was a Japan-based consultant on Asian affairs (1995-97), vice president for Asia at the Carnegie Council on Ethics and International Affairs (1989-95), and director of training and outreach at the Japan Society in New York (1979-87). The mission of Carnegie Council is to inspire and guide debate, and to educate the public on ethical choices in matters related to global affairs. Since its founding by Andrew Carnegie a century ago, it has been one of the world's top creators of nonpartisan educational resources on international ethics used by professionals, journalists, educators, students, and the greater public.
