Naether stellt die afrikanische Emanzipation (Schwerpunktländer: Südafrika, Ghana und Togo) im weltpolitischen Kontext dar. Neben der veränderten Afrikapolitik unter Kennedy, sowie der Afrikapolitik der Sowjetunion, Frankreichs und der beiden deutschen Staaten befasst er sich intensiv mit der chinesischen Afrikapolitik. Jean Ziegler schreibt im Originalvorwort von 1968: »Meines Wissens ist Naethers Buch der erste Versuch einer globalen Darstellung dieser an sich neuen Problematik.
