Fordham, a specialist in state and municipal law, was dean of the University of Pennsylvania Law School from 1952 to 1970. His address reviewed the political and legal context of past and then-current attempts (e.g., the proposed Bricker amendment of the 1950s) to amend the U.S. Constitution. He also chastises the legal profession for what he viewed as its failure to consistently advance the cause of civil rights and civil liberties, arguing that "justice and human liberty, not political security, are the supreme concerns of the lawyer and the profession as such." Very good except for minor wear at the points.
