Desempeñó actividades relevantes en la universidad, realizó investigación y recibió a ilustres personajes como Pieter Zeeman (Premio Nobel de Física, 1902) o Marie Curie (Premio Nobel de Física, 1903 y de Química, 1911). Su vida pública fue también muy activa, formando parte de la élite intelectual de la ciudad. Miembro del Partido Republicano Autónomo de Granada, se integró luego en Izquierda Republicana. En su discurso de investidura como alcalde de Granada en 1932, Jesús Yoldi sintetizó su programa de gobierno con el lema: dinero, trabajo, sanidad y cultura. En 1929 Granada estaba por impuesto de utilidades y habitantes dentro de las primeras ciudades; siendo una ciudad insalubre, sin infraestructuras y con población hacinada. Este atraso colisionaba con la modernización provocada por la electricidad y el maquinismo, que impulsarían la industria, la minería y los transportes. La modernización autoritaria incidió sobre la oligarquía local haciendo que esta se hiciera menos agraria, más industrial y comercial. El crecimiento de las clases medias provocó cambios en el bloque de poder, generando una profunda crisis en el Ayuntamiento del marqués de Casablanca.
