Wiggam was a psychologist and a prominent eugenicist. "Eugenical truth is the highest truth men will ever know. The climax of all natural processes is the evolution of man. Eugenics will not solve all the problems of society; but it hopes to aid in producing a race that can solve them." Wiggam's work seems less nakedly racist than some of his contemporaries, but it's still, you know, eugenics. 418 pages.
