Prior owner was the author - bought at the estate sale. Oliver Garceau was in the Department of Goverment at Harvard but moved to Bennington College for most of his career. Public policy, health care, and library public policy were some areas of his focus. Graduate of Harvard in 1933, Garceau laid in (and stapled) a letter from an anonymous source, signed "an old Chiciago dcotor". The letter is a mild critique of the work with a humorous story about a morgue, and a final assessment that, "there is little you have otherwise missed. And your conclusions are, in my view, eminently fair and just. I would like to see one of the wealthy "foundations" undertake and underwrite the widest possible distribution of your valuable study.".
