L'auteur (1772-1846), ancien secrétaire général de la préfecture du Nord injustement destitué et entré dans l'opposition à la politique de Villèle, brosse le tableau de la perte de la puissance de la France en Europe au profit de la "superbe"Angleterre regardée "comme la source de toutes les libertés" car la France, placée entre son ancien et son nouveau régime, n'a fait que rappeler ses "vieux préjugés".De la bibliothèque de la famille Rambuteau (ex-libris).

Sa Revue de l'Europe, non signée, fait sensation. Il publie par la suite les Nouvelles lettres provinciales qui l'obligent à se réfugier en Belgique pour éviter les poursuites.
