Even more strikingly, the underpinnings of the Arab revolutions can be traced also to a distrust of people in their governments and a deep understanding of the new world order triggered by the 9/11 events and the invasion of Iraq. However, recently after a cabal of neoconservatives was swarmed into the Bush Administration there had been an increasing interest in the country. This paper looks into the rationale of the American unexpected shift of interest towards Algeria in the dawn of the 21st century. It situates the place of this so long neglected country in the design of American neoconservative foreign policy agenda following the 09/11 attacks. The terrorist attacks on the United States and the rise of the neoconservative cabal, undoubtedly changed international relations in significant ways. Those events pushed the United States to alter its policies toward a number of regimes by building a broad 'coalition against terrorism'. Washington reached out to countries that until recently were considered hostile or at least not so friendly.In foreign policy, the neoconservatives do differ from other American politicians and pundits in their intense commitment to the projection of American military and economic power. The agenda of the neoconservatives was based on stretching American influence to protect its vital economic interests by establishing friendly relations with countries that correspond to America's perspectives.Although it never constituted a priority for the United States in the past, in recent years Algeria has increasingly become a region of great interest to policymakers in Washington. However, an outstanding interest in the country came with the rise of neoconservatives to power in the Bush Administration. This new significance attached to the country derives from a number of considerations that fall into two broad sets: political and economic energy interests, and military, strategic and security interests. The first are linked to America's energy needs from oil and gas; and interest in a potentially important market for U.S. businesses, especially since competition has heightened with China in Africa. The second motives are relatively connected to Washington's reshuffle of strategic and security policies. The repercussions of a miscalculated intervention in Iraq were likely to complicate the spread of democracy in the Middle East rather than to promote it. Instead of developing democratic governments in the region the US intervention paved the way for the emergence of more oppressive radical groups that hijacked the reins of power from the legitimate governments and anguished peoples' lives through acts of terror and bullying. The new paradox that Bush's neoconservative government created in Iraq and the Middle East has turned a lofty project of democratization into a disaster of destruction. While ISIL (Islamic State of Iraq and the Levant) has seized core leadership positions in Syria, Iraq and other places, it is putting in practice the larger tripartite plan of the disintegration of the Middle East. In the process of establishing the Islamic Caliphate, ISIL is sowing the seeds of its own destruction as the U.S. contemplates increased military action in the Middle East, specifically authorization of military force in Syria. This recurrent phenomenon comes to the fore with every American presidential election since the first election of Roosevelt in 1932. By the coming of the New Deal they shifted their traditional electoral support to the Democratic Party. In addition, this research probes the motives behind this allegiance by examining Blacks' political, social and economic situation and its effect on the political arena. The electoral powerlessness of Blacks in the 1896-1930 period was as much the product of party affiliation as it was the result of disfranchisement. A concrete reconsideration of this process began to happen in the 1930s, when the Roosevelt administration and the New Deal made circumstances favorable. The Black shift of allegiance is interpreted in different ways: First, in relation to Black protest movements and maturation of political consciousness by the beginning of the 20th century up until the New Deal. Second, in relation to Black labor struggle and interracial issues. Third, through the achievements of Roosevelt's relief policies and the inclusion of Black intellectuals as members within the federal government. The Blacks' outpouring support for Roosevelt in 1936 cannot be explained solely by Roosevelt's initiatives on civil rights over the first New Deal. The strategic importance of Black voters in the North was converted into more federal patronage and awareness. The insistence on economic recovery combined with a sense of inclusion, was the centerpiece of the Democratic appeal to Blacks in the 1936 elections. Finally, the study concludes with an assessment of the shift and its legacy. The electoral strength of this minority increased dramatically between 1940 and 1960 making of Blacks an important constituency for the Democratic Party and changing the scene of American politics. The anomaly was the massive shift by Blacks to the Democratic Party, traditionally identified with its long list of constant anti-Black and premeditated opposition to Black liberation: opposition to emancipation and Reconstruction, and with an ongoing record of all forms of racial discrimination, segregation, disfranchisement, exclusion, white primaries, and white supremacy.The transformation of the Black vote from solidly Republican to solidly Democratic did not happen instantaneously, but rather it developed over decades of maturing as a result of the amalgamated efforts of Presidents and Black leaders. The move of Black voters toward the Democratic Party was part of a nationwide trend that had occurred with the creation of the Roosevelt Coalition of1936. This national shift would make the Democrats the majority party for the next several decades including a very decisive margin of Black voters in the balance of power.
