Hooker s work was a founding important document in English natural law thinking, quoted several times in Locke s Second Treatise on Civil Government. Hooker is quoted to support Locke s views that human law must agree with natural law, that the foundation of public society is human beings, that there is a natural inclination to order, that there must be an agreement to form a government, that legitimate laws are enacted by consent because only society has the power to make laws.
