After WWI and the National Defense Act of 1920, the character of the Army between world wars was on the focus of the United States and its territories, since it was assumed the next war would be based by Navies, and not a land war. Since the Army had huge stocks of materiel left over from its belated production for World War I, the principal concern of the War Department until the 1930's was manpower to fulfill these peacetime missions.
