Clowes and Sons for H.M.S.O, 1838. 8vo., viii + 172 + (2)pp., with two folding tables inserted following pp.136 and 148, original green cloth with the title in gilt on upper cover. A very good copy. First edition. Goldsmiths 30579. Bradshaw 8062. An important report in Irish social history, forming to a large extent the foundation of the Irish Poor Law Act of 1838. Sir George Nicholls (1781-1865), poor law reformer and administrator, had in 1834 been appointed one of the three Poor Law Commissioners. It seems to have been only Nicholls that gave much support to Edwin Chadwick's efforts to see that the 1834 Act was properly implemented. The matter of the Irish Poor Law immediately itself became pressing and Nicholls soon devoted almost all his time to it, and his reports, here published, became to a great extent the foundation material for the subsequent Act. From 1838 to 1842 Nicholls actually lived in Ireland in order to oversee the Act's implementation. He encountered considerable opposition just as Chadwick had done in England.
