Address to the Fifth Legislative Assembly of the State of Montana, begins with a statement about the debt that has come with statehood, continues with reduction of expenses, asylum, prisons, public schools. In 1898, varous proclamatons. Communication to the Gov. of Michigan refusing an arrest warrant in the matter of a parent kidnapping of her own child. The controversial House Bills Nos. 132 and 124 with the Governor in strong opposition to the Legislature for its perceived purpose to give the wealthy and strong undue advantage over the weaker.
