The local government, as the government closest to the people is often seen as important in combating disasters and mitigating their effects at operational level. About the Author: Mr. Gilton Tafirenyika Mademe holds a Bachelor of Administration (cum-laude) and a Bachelor of Administration Honours in Public Administration Degrees from the University of Fort Hare in South Africa. An Administrator and Human Resources practitioner by profession and qualification. Mr. Mademe is currently a Human Resources Officer in Zimbabwe.
