The compiled and analyzed Information Collection Rule (ICR) data in this book is a result of the largest and most carefully managed effort ever undertaken in the US to gather water quality and treatment information. 500 treatment plants over an 18 month period, collected source water to study data on over 15 parameters (protozoa, bromide, calcium hardness, alkalinity,etc) plus operational data such as flow and return rates. The study initiated with the Regulatory Negotiation Committee, which resulted in the creation of ICR in response to the need for data to support federal regulatory decisions on DBP's and microbial pathogens in drinking water. This data provides a critical foundation for the Federal Advisory Committee Act (FACA) of 1999-2000.
