About the Author
Stephen A. Frew JD is a nationally known author, speaker, attorney. and consultant, and is particularly well known as the country's premier authority on EMTALA compliance and risk management. He has written five books on EMTALA since its inception in 1986 and has contributed EMTALA sections to medical and legal texts on the topic. He received his BS in Communications from the University of Illinois College of Communications, and a Juris Doctor degree from the University of Illinois. He is a licensed attorney in the State of Illinois and practiced law with an emphasis on healthcare law for more than 30 years until retiring in 2002 to provide consulting services to healthcare providers on risk management and compliance issues. He has served as an internal risk management consultant for a medical malpractice insurance carrier and currently serves as Vice President- Risk Consultant for the Professional Liability Practice of Johnson Insurance Services based in Madison, Wisconsin. He actively provides assistance to healthcare providers across the country on risk and compliance issues, including EMTALA risk audits, plans of correction, policy and procedure development, and medical staff education. He brings a practical background to EMTALA applications, having served as a rescue squad officer and field EMT, two terms as president of the National Association of Emergency Medical Technicians, two terms as a liaison member to the Board of the American College of Emergency Physicians, and Board positions for many other state and national organizations in the emergency services arena.
