The loss of population in a State like Nevada or in the mining counties of California may doubtless be justly attributable to emigra tion owing to resource-failure, but such a cause can not be properly credited in the face of a large immigration as in New England.

In a wagon trip through New England in 1877, I found many farms being worked by the Irish, whole districts in manufacturing towns inhabited by French Canadians, with French signs on the streets, stores, and houses. I found the Catholic religion dominant, where a few years before it was not to be found. Children born of the old American stock were rare, while those of foreign parentage were numerous.

I made it a point to call on a physician or druggist in every village I visited, and to ask about the conditions Of marriage, child birth, etc. The result of these inquiries was a unanimous testimony that American men and women of the old stock not only no longer cared for large families, but that they very frequently took means to prevent having them. Both acts to prevent conception and to cause abortion in case of conception were stated as general in every village visited.

The impression confirmed in many cases by statistics was that a large majority of the rural communities in New England had a birth-rate too low to replace the losses in the native stock by death.
