Excerpt: ... most advanced or best instructed men in each battalion, and who are deserving of such distinction by their good conduct and military tenue ; and he likewise selects the corporals and sub-officers from among all the regiments' companies indistinctively. But here is the limit to the colonel's power--beyond the grade of sergeant-major he cannot go, although he may propose sub-officers for ensigncies ; but snch propositions must be addressed to the minister of war, accepted and ratified by him. The brevet, or commission, is then forwarded to the colonel direct, and he, on a certain day, and at a fixed hour, assembles the whole regiment, if it be not disseminated in country cantonings, and in their presence proclaims the new ensign or ensigns, and hands to him or them his or their commissions. From That Moment, The Newly Made ENSIGN TAKES RANK AMONG, AXD FRATERNTSES WITH, HIS BROTHER OFFICERS, WHO ALL RECEIVE HIM WrTH OTEN ARMS, AND FRATERNISE WITH HIM JTTST AS IP HE HAD ISSTTKD FROM ONE OF THE MILITARY SCHOOLS, A_ND NOT RISEN FROM The Ranks. The third of the vacant ensigncies of each regiment falls, by right, to the sub-officers of that regiment, as in the other departments of the French service, and the other two-thirds are reserved for the military school pupils, for ensigns in non-activity, and, after the latter, for sub-officers selected indiscriminately from among the entire army. No exception can be made to this rule, except in favour of the companies of discipline, the battalion of Light African Infantry, the battalion of Corsican Voltigeurs, and the sapeurs-pompiers (firemen) of the city of Paris.
