Vandergriff is one of America's brightest military thinkers and in this book he turns his attention to the organisational structures and hierarchies within America's armed forces. What President Eisenhower termed the military-industrial complex, Vandergriff reprises as the congressional-military-industrial complex. He argues that that the bonds which hold these three together prevent change because of the lack of flexibility in such a mutually beneficient relationship. He calls for a true revolution in military affairs - an RMA - which would itself neccessitate a revolution in human affairs, an RHA. Through rigorously examining the history of the army command and personnel structure, taking a far-sighted look at the form combat is likely to take in the future and comparing and contrasting the 'tale of two armies', those of France and Germany after Napoleon, he concludes that radical change is necessary if America's army is to be a useful protective force in the future
