William E. Butler, B. A. (The American University), M. A. (Johns Hopkins University SAIS), J.D. (Harvard), LL.M. (Academy University of Law, Institute of State and Law, Russian Academy of Sciences), Ph.Dl (Johns Hopkins University SAIS), LL.D. (University of London), is the John Edward Fowler Distinguished Professor of Law, Dickinson School of Law, Pennsylvania State University, Professor Emeritus of Comparative Law in the University of London, and Director, The Vinogradoff Institute, Pennsylvania State University. By secondment (1994-2004) he served as the founder of the Faculty of Law and the M. M. Speranskii Professor of International and Comparative Law, Moscow Higher School of Social and Economic Sciences attached to the Academy of National Economy of the Russian Federation. He has been elected Academician of the National Academy of Sciences of Ukraine, the Russian Academy of Natural Sciences, and a member of the Russian Academy of Legal Sciences and the American Law Institute. He also serves as a member of the Executive Committee of the Russian Association of Maritime Law.
