About the Author

Indermit Gill is the Lead Economist for Human Development in the Latin America and Caribbean region of the World Bank. Truman Packard is an economist with the Human Development Department of the Latin America and Caribbean Region of the World Bank. Juan Yermo is an economist specializing in private pensions and financial market development.
