This report examines whether the notion of "saturation" has any validity in discussions of future retail development and profitability. Through case studies it undertakes a number of analyses designed to identify the presence or onset of "saturation" at a range of geographical scales. Working definitions of "saturation" are proposed. A Delphi study designed to test attitudes of professionals and industry commentators towards the concept is undertaken. Longitudinal studies of the growth of floorspace by the principal operators are conducted, alongside detailed appraisals of conditions prevailing in six contrasting local markets. Finally, the report considers likely present and possible future responses of the retail industry to the issue of space over capacity.
