The paper is organized as follows. In Section 2 we present the proofs of Theorems and discuss some further generalizations of the problem. In Section 3 we will present a variety of applications of our bounds to higher order Voronoi diagrams, partial stabbing of disjoint convex sets in the plane, 'zsparse coverings of the plane.
