This is the first railway safety report produced since the Inspectorate transferred to HSE from the Department of Transport on 1st December 1990. In 1990 the number of significant train accidents per million train miles - the established indicator of railway passenger safety - decreased slightly from 0.58 in 1989 to 0.53. During 1990, the railway operators made welcome progress in improving and making more effective their arrangements for safety management. But among the causes for concern was a further increase in the numbers of fatalities and serious injuries sustained by people at work on the railways.
