This Circular contains updated guidance for local authorities in England on the planning aspects of finding sites for gypsy and traveller communities, and it replaces the previous Circular 1/94 "Gypsy sites and planning" (1994, ISBN 0117529265). In line with the Government's commitment to ensure that members of gypsy and traveller communities should have the same rights and responsibilities as other citizens, this guidance seeks to help promote good community relations at the local level, and to help avoid the conflict and controversy associated with unauthorised developments and encampments.
