Objectives set out were to report on the operation of the Recycling Credits Scheme and the overall scale of activity being carried out through the Scheme; to assess the impact of the Scheme on recycling; and to advise on the future development of the Scheme. Chapters include the way the Scheme works in practice, the general scope and scale of activities under the Scheme, details of operational, administrative and auditing/control procedures adopted by local authorities, and a discussion on the future of the Scheme.
