All local authorities need reliable information on housing in their areas, including a description of the stock in terms of its composition, its condition and its occupancy. One means of obtaining such vital information is through a house condition survey. However these surveys have limitations and pitfalls which need to be appreciated and circumvented. To help local authorities contemplating conducting a survey the Department of the Environment commissioned the Building Research Establishment to produce this manual of general advice, methodology, and good practice.
