Over the last 75 years the private rented sector of the housing market has dramatically declined in size, from 90% to a mere 8% of households. A recent measure aimed at reviving the private rented sector was the letting of residential properties on a new assured tenancy basis through the Business Expansion Scheme (BES). Since 1988, #550 million has been raised by BES companies specializing in assured tenancy lettings. Inland Revenue estimates suggest that this will result in some 10,000 dwellings to rent. But who is renting these properties? This survey looks at this question and examines the characteristics of tenants.
