Service delivery to special education students has been a controversial area: which students should be served, which curricula and instructional methodologies should be used, and where instruction should be provided. Two of the most controversial policy issues in the field of special needs education are the inclusion of increasing numbers of children with special educational needs (SEN) in mainstream schools, and the high levels of exclusions of children with disruptive behaviour.
