This report concludes that the task of reforming the UN is going to be chiefly one of fitting it into a mosaic of varied international authorities and giving it and them coherence as a result. It has the potential to be the bridge by which the world passes from the domination of states to the control of de-territorialized centres of power by means of evolution rather than conflict. To achieve this will require a clear understanding about what is worth reforming or expanding in the UN's structure and what the passage of time has rendered irrelevant and not worth the effort of trying to change.
