From inside cover. This 1969 edition of the International Code of Signals has been produced under the auspices of the Inter-Governmental Maritime Consultative Organization. It is in one volume superseding the 1931 two volume edition, and is operative from 1st April 1969. This edition of the Code is much simpler than the 1931 edition. The signals contained in it are suitable for transmission by all means of communication, sound, visual, radiotelephony and radiotelegraphy. It has been designed to deal with situations affecting safety - the safety of navigation and the safety of persons, especially where language difficulties exist. Care has been taken to allot to each signal its own complete and unique meaning in order to avoid ambiguity.
