Chapters 1 and 2 now combined. By removing the material on accounting issues from the previous Chapter 2, the text now gets to the more important material more quickly, thereby engaging the student immediately.
Welfare Economics Coverage Revised. The 2nd welfare theorem is now introduced in Chapter 3 and in the same chapter the assumptions behind the 1st welfare theorem are introduced at an earlier stage. In Chapter 8, much new material on the recent welfare reform has been included. The chapter has been re-organized so that the basic issues in welfare program design are all put together in the same section. These changes not only keep the text current and expose students to today's issues and policies, but also will make the book easier to learn from.
Education Coverage Updated. In Chapter 4, for example, more discussion on education, including the effects on of education on subsequent income and the effect of early intervention programs, has been added. In Chapter 11, an entirely new extended cost-benefit example dealing with education has been included. In Chapter 20, there is more material on education and whether the U.S. system of financing education fits into the normative model of federalism.
