The work of Elizabeth's earlier years consisted chiefly in the reconstruction of order in Church and State. Around a great monarchy gathered great courtiers; and as a banner becomes the rallying point and centre of enthusiasm for an armed host, so Elizabeth, the truest representative of the people, was uplifted by the hearts and imaginations of her subjects into an emblem of the national unity and the national pride.
