Approximately 3-1/4 x 5 inches. tan paper bordered in black, brown ink, black imprinted seal of the Chancellor of the Exchequer on back. With the "Official PAID London" cancel stamps. Gladstone was Chancellor of the Exchequer between 1852 and 1865 with a brief interruption in 1855-58 because he did not want to work with Benjamin Disraeli. Gladstone was able to lower the income tax from nine pence to fourpence but not abolish it altogether due to the cost of the Crimean War.Edward Rupert Humphreys, LLD (addresse of the envelope) was an Englishman, educated at Oxford who studied medicine and surgery after graduation but realized that teaching was his vocation. He was at one time head master in classics at Merchiston Castle outside Edingburgh, and then held the same position at Cheltenham 1851-1859 when he removed to Boston. His "Collegiate School" held a high reputation and prepared young men for college, many of whom became well known later. Dr. Humphreys was an academic and classical scholar and counted William Gladstone amongst his intimate friends.
