Since the Alvey Programme began in 1983 it has been the subject of an evaluation covering the appropriateness of the programme and its objectives, the efficiency with which it was implemented, and its impact and effectiveness. This document is the final detailed report of the evaluation. Overall, it concludes that the structures developed for its implementation were broadly successful and provide a model for future initiatives in the UK and overseas. This should be useful for industries and academics with an involvement or interest in research and development into information technology.
